Changes:

• Updated pg_restore/pg_dump executables and libpq.dll to latest versions
  9.2 is default and older versions 9.1 - 8.2 are included.   All versions have been compiled
  against latest postgresql source code and use mingw so there is no visual C++
  runtime dependency.
